Oak Business Consultant partners with Wafeq to take UAE businesses live on e-invoicing
The short answer: UAE businesses with annual revenue of AED 50 million or more must appoint a Ministry of Finance Accredited Service Provider (ASP) by 30 October 2026 and send B2B and B2G invoices electronically from 1 January 2027. Smaller businesses follow on 1 July 2027. Oak Business Consultant is now a signed partner of Wafeq, an MoF-accredited ASP (accreditation no. 129932). Together, we clean your finance data, set up the system, and take you live before your deadline.
What changed, and when it applies to you
E-invoicing is mandatory for B2B and B2G invoices whether or not you are VAT-registered. Sales to consumers (B2C) are out of scope. Each invoice is sent as structured data over the Peppol network through an ASP, which also reports the tax data to the authorities.
| Who | Appoint an ASP by | Mandatory from |
|---|---|---|
| Businesses with revenue of AED 50M or more | 30 Oct 2026 | 1 Jan 2027 |
| Businesses with revenue under AED 50M | 31 Mar 2027 | 1 Jul 2027 |
| Government entities | 31 Mar 2027 | 1 Oct 2027 |
| Any business, voluntarily | Any time | Open since 1 Jul 2026 |
The Ministry moved the Phase 1 appointment deadline from 31 July to 30 October 2026, but it kept the 1 January 2027 go-live. That leaves about nine weeks between appointing a provider and going live, for onboarding, integration and testing (MoF via WAM, Sovos).
What it costs to get it wrong
Cabinet Decision No. 106 of 2025 sets fines for each failure, and they add up month after month.
| Violation | Penalty |
|---|---|
| Not implementing the system on time | AED 5,000 per month until compliant |
| Not issuing or sending an e-invoice on time | AED 100 per invoice, up to AED 5,000 per month |
| Not issuing or sending an e-credit note on time | AED 100 per credit note, up to AED 5,000 per month |
| Late notification (for example, of a system failure) | AED 1,000 per day |
Voluntary and pilot participants are exempt from these penalties (EY, Dec 2025, Middle East Briefing).
The problems UAE businesses are facing right now
Most finance teams know the mandate is coming; the gap is in systems and data. A survey of more than 500 UAE CFOs, tax directors and controllers by ClearTax (itself an ASP) found:
- 57.5% overall readiness, rated “developing”.
- 70.4% cannot automatically process responses from the tax authority, such as rejections and corrections.
- 38% say their ERP cannot natively produce a compliant e-invoice.
- 73.3% have not set an operating model for after go-live.
Source: UAE E-Invoicing Readiness Index 2026, reported by Gulf Business and VATupdate. Retail, hospitality and manufacturing scored lowest.
In our own client work we see the same five problems:
- Dirty master data. Missing or wrong customer TRNs, duplicate vendors and inconsistent addresses. A structured e-invoice is rejected when a required field is wrong.
- Software that is not an ASP. Many accounting tools used in the UAE cannot connect to Peppol, so businesses would pay for software and a separate provider.
- Manual invoicing. Excel and Word invoices cannot become structured PINT AE data without rework.
- No owner after go-live. Nobody is assigned to handle rejected invoices, credit notes and reconciliation every week.
- Leaving it late. The extended deadline is read as a delay. It is not; the go-live date did not move.
Why e-invoicing matters: a forensic accountant’s and internal auditor’s view
E-invoicing turns every B2B sale into a data record that a provider reports to the tax authority as it happens. Your VAT return is no longer the first time the authority sees your numbers.
That changes the risk picture in four ways:
- Mismatches become visible. If your VAT return, your books and your e-invoice data disagree, the difference shows. Cut-off errors and unrecorded sales that once hid until an audit now surface early.
- Fraud gets harder. Fake invoices, duplicate billing and invented suppliers are harder to pass through when every invoice carries a validated structure and a verified counterparty.
- Credit notes are tested. Credit notes used to shift revenue between periods leave a clear, timed trail.
- The audit trail is built in. Each invoice carries a standard format and a transmission record. Internal audit can test whole populations, not samples.
The business case is not only compliance. Clean, structured invoices mean faster collections, fewer disputes and month-end closes that rely on data rather than spreadsheets. In our view, that is the long-term return on getting this right once.
Where the market stands (as of 13 October 2026)
- 65 providers are fully accredited on the MoF ASP register, with 5 more in final assessment.
- Pilot and voluntary phase opened on 1 July 2026 under the Peppol five-corner model.
- White-label rules introduced in May 2026 let ASPs partner with local and international technology firms, so the market will keep growing (Comarch).
- The legal base: Ministerial Decisions No. 243 and 244 of 2025 (scope and timeline) and Cabinet Decision No. 106 of 2025 (penalties) (KPMG).
The rules have been amended twice since 2025. We review this page against the Ministry’s announcements and update it when they change.
How Oak Business Consultant takes you live
We do the finance work; Wafeq provides the accredited connection. Our method runs in six steps:
- Readiness diagnostic. We check your revenue band and deadline, your invoicing systems, and your data against the required e-invoice fields.
- Data cleanse. We fix customer and supplier master data, TRNs, VAT codes and the chart of accounts, and clear duplicates before anything moves.
- Set-up on Wafeq. We migrate your books to Wafeq Accounting, or connect your existing ERP to Wafeq’s e-invoicing service through its API.
- ASP appointment. We guide you through appointing Wafeq FZ-LLC (ASP ID 129932) in EmaraTax.
- Test and go live. We test real invoice and credit-note scenarios before your mandatory date, then support you through the first close.
- Ongoing controls. We handle rejections, reconcile e-invoice data to your VAT return and books, and report monthly, as your outsourced finance team or fractional CFO.
Why Wafeq
- Accredited by the Ministry of Finance: Wafeq FZ-LLC is on the MoF register of Accredited Service Providers, accreditation no. 129932 (checked 13 Oct 2026).
- Accounting and e-invoicing in one place: Wafeq states that e-invoicing is included in its Starter, Plus and Premium plans in the UAE, so you do not need a second provider (Wafeq).
- Works with your ERP: businesses that keep their current system can connect through Wafeq’s ASP API.
A long-term partnership
Our agreement with Wafeq was signed on 1 July 2026, and we built it for the years after go-live, not for one deadline. E-invoicing data will feed VAT, corporate tax and audit work for years. We stay with you for all of it.
Frequently asked questions
Do I need e-invoicing if I am not VAT-registered? Yes, for B2B and B2G invoices, unless your transactions fall under a specific exclusion.
Does it apply to sales to consumers? No. B2C sales are outside the current mandate.
My deadline is 2027. Why start now? The go-live dates have not moved, and data cleansing and testing take weeks. Joining the voluntary phase now lets you test without penalty exposure.
Can I keep my current accounting software? Yes. Your ERP can connect to Wafeq’s accredited service, or you can move to Wafeq Accounting with e-invoicing built in.
What happens if an e-invoice is rejected? It must be corrected and resent. Late or missing invoices can cost AED 100 each, up to AED 5,000 per month.
How do I appoint Wafeq as my ASP? In EmaraTax, choose Wafeq FZ-LLC (ASP ID 129932). We walk you through it.
